Wine-Staging Adds 1D Textures For D3D10/D3D11

There is finally a new Wine-Staging version with release notes to talk about for this more-experimental version of Wine.

Re-based off last week's Wine 1.9.18 is now the Wine-Staging 1.9.18 re-base.

The main addition for this experimental update is initial support for 1D textures with Direct3D 10/11. However, the overall Direct3D 10/11 support in Wine still leaves a lot to be desired.

Wine-Staging 1.9.18 also has various improvements to Windows Codecs and GDI+ Palette functions and various other bug-fixes.
