Smooth Scrolling Implemented For XWayland

One of the latest commits to the xorg-server that's seen relatively few commits this development cycle is support for smooth scrolling with XWayland.

With a few dozen lines of code, XWayland now supports smooth scrolling to improve the experience when scrolling with X11 apps running on Wayland. This support also manages to fix scrolling for Qt5 apps using XWayland.
