"Partially implemented" my a$$. You don't understand how software development works. Also, implying that those ppas don't contain bugs, when in fact they are nightly versions and not tested at all...

Ubuntu 18.10 cosmic has been incredible, can't say it enough. And thank goodness no more PPAs are needed since Mesa 18.2.2 and Vulkan 1.1.82 are included.
Shout out to the GNOME guys too, what a polished experience 3.30 has been so far. I'm picky as hell and I've only needed two extensions: Clipboard Indicator and User Themes

Kernel: 4.18.14-041814+custom-generic (x86_64)
Desktop: GNOME Shell 3.30.1
Display Server: X Server 1.20.1

Also, I'm finding the theme combo of United-Ubuntu + Numix + Yaro to be really nice on the eyes. The default communitheme is great, too.

Seems like upgrading to Non-LTS from LTS is prohibited by default.
