Rebooting is not a big hassle if you aren't running some 99.999% uptime database server.

Also, these live patches are never going to be free. They're an incredible pain to create and then they have to be tested. I personally would never do it for free and I doubt there's a pile of open source volunteers out there either.

They're an enterprise thing and will stay that way.
