How is this different from existing SoCs that have Mali GPUs? What differentiates a DPU to have a separate definition?

What differentiates a DPU from a GPU?

The DPU (tratitionally called CRTC) is the chip that scans out pixel values from the framebuffer to produce the signal that goes to the screen.

You don't need a GPU to have a DPU, or vice versa (not to mention other special purpose chips like VPUs), it's just that graphics cards traditionally contain both. So calling a graphics card a "GPU" is a bit like referring to the computer case as "the harddisk".
