The Windows Terminal adds support for tabs, user customizations, and even support for emoji.
Who in their right mind would want emoji in their terminal?

Heh, I remember some colorful discussions by Windows guys bragging about Powershell and how it was as good as or better than Linux terminal emulators. I guess this MS move ends that debate.

What do you propose happens when a program prints unicode text containing emoji to the terminal, eg cat a chat log?

That comment there alone is the very reason *YOU* would be better suited to be in charge of the Windows "terminal" than whatever director or lead developer that have decided that emoji's is a good idea to have in a terminal!!! Could not agree more. Microsoft always tries to "improve" stuff based on input from a bunch of hipsters drinking their specially grown coffee while listening to weird music with their too fancy headphones - suggesting "new" and "groundbreaking" ideas coming from a brain severely infected by watching teletubbies and thinking that pokemon is the only sane choice to base design ideas on!

I guess the only use for this mistake of a terminal is to mosh (or ssh if you're stuck in the past) into remote machines. I hope Microsoft just adds X11 to windows so it can work both ways. It would allow to run a Windows VM and have sofware in it exposed as native X11 windows.
