Why did the minor version jump to .2, but the subversion remained as 132 (as it was in 1.1.132)? Shouldn't it be 1.2.0?

Hm, maybe they plan to release 1.1.133 and 1.2.133 next, each containing the same or similar fixes / clarifications / whatever where applicable? Then they have 2 "parallel" release branches, 1.1 and 1.2, active at the same time, and the latest version of each branch is .132 (and eventually .133, .134…). Eventually they'd drop 1.1.x and only release new 1.2.178 (and maybe 1.3.178 at the same time) versions.

I just made this up, but it would probably work.

Because this project does not follow semver. Quoting the git commit:
            Code:
                  * Vulkan 1.2 initial release. Update release number to 131 for this
update. The patch number will be used for all Vulkan 1.x spec updates,
and continue to increment continuously from the previous Vulkan 1.1.130
                    update.
