Errors fall through the cracks, but one would expect an actual specification that has been principally authored by dozens of folks, edited, codified, testified and validated to not have the ``many fixes and clarifications'' issues.

No, Vulkan does *not* generate HTML. The HTML fixes are on the Github page.

That's not realistic. Specification is a software as any other. Bugs will happen no matter how many people look at it.
(BTW collective intelligence can be lower than intelligence of an individual: see Crowd Intelligence.)
In a fixed traditional specification the bugs are still there, just nobody bothered to fix them.

Clarifications are always needed. Partly because human language is by nature informal. Sometimes because the original author(s) considered something to be so obvious, they forgot to mention it in the spec.

The changes to the core Vulkan 1.0 spec are rarely ground-breaking nowadays. Lot of it is just editing. See the last diff. Most of it is periods removed from VU sentences, and Vulkan entities converted to hyperlinks for convenience.
Obviously new things (new versions + extensions) will have more bugs than old stuff.

No, the HTML fixes are not on the GitHub page; there's no HTML there. The fixes are to the scripts generating a HTML.
