It does have more performance improvements in 3.12. Not all micro benchmarks are going to be useful to capture that difference.

My ThinkPad P14s uses too much power doing hardware decoding of vp9 full hd. It uses about 1W less when doing software decoding. It's great in windows, the hardware is amazing (less than 5W playing 30fps full hd VP9, in Linux about 6.8W software, 7.8W vaapi at the same brightness and power profiles)

This is probably a problem is the amdgpu kernel driver,.I guess? I posted a bug against mesa because that seems to be the home of va-api bug reporting.
