Im not a russian user but using ROSA Linux sometimes ago. It is nice distro - similar to old Mandriva but for now I prefer other Mandriva derivates like Mageia or OpenMandriva.

About kernel i ROSA. They use LTS kernel 4.9.X but in repo is available also always fresh kernel - now kernel 4.13.X. So anyone who want stay with stable can use LTS if prefer fresh can use new kernel.

Not sure why that's news. Void Linux also still lets you choose b/w KDE 4 and Plasma 5, yet I don't see any article about that.
