Linux 5.4 Radeon Performance Rises Slightly Higher With Bulk Moves Enabled

The minimum frame-rate was better for Total War: Three Kingdoms with this newest Linux 5.4 code.

From this initial testing, the performance improvement of switching to a day newer Linux 5.4 kernel (thereby picking up the DRM fixes pull with bulk moves) led to a slight increase in performance particularly on the RX 580 and RX Vega 56 tests. Further tests of this change for Linux 5.4 are happening now, this just being the first round from weekend testing.
