Vulkan vs. OpenGL On AMD Ryzen 3

Dota 2 at 1080p on this Ryzen 3 low-end Linux gaming system was 16% faster with Vulkan when using the NVIDIA driver. But the RADV Vulkan performance remains slower than the RadeonSI OpenGL performance, something we've continued to see.

With Dawn of War 3, the NVIDIA Vulkan performance was similar to OpenGL while the RADV performance remained slower. The RADV developers have done a lot to improve their Vulkan performance but in not having the resources/backing of AMD and AMD not yet open-sourcing their Vulkan driver code, it hasn't quite reached the parity of the mature RadeonSI OpenGL driver.

Mad Max was seeing faster NVIDIA Vulkan performance over OpenGL while the Radeon performance was much slower. Also worth noting is with this RX 480 vs. GTX 1060 comparison we are seeing much lower performance out of the RX 480 than we generally have been seeing in the past, at least on higher-end CPUs.
