AMDGPU & Radeon DDX Updated - Better 2D Performance, Tear Free, DRI3 Default

Necessitated by the new X.Org Server 1.19 release are new official releases to xf86-video-amdgpu and xf86-video-ati. But besides adding support for the xorg-server 1.19, there are also new features with these being infrequent updates to the DDX driver.

The xf86-video-amdgpu 1.2.0 release has "significant" 2D compositing performance increases, the TearFree option is now supported, DRI3 support is enabled by default on X.Org Server 1.18.3 and newer, DRI3/Present async page-flips are supported, hardware cursors are supported with RandR 1.4 slave outputs, RandR 1.4 provider capabilities are now more accurately advertised, and there is support for the Southern Islands GPUs (when enabling the experimental AMDGPU SI support on Linux 4.9+).

Michel Dänzer did most of the AMDGPU DDX changes with being responsible for 65 of the changes. More details via the release announcement.

Also out today is xf86-video-ati 7.8.0. The Radeon DDX driver also has 2D compositing performance increases, TearFree support, DRI3 by default on newer X.Org servers, DRI3/Present async page flips, and other improvements in common with the AMDGPU DDX code-base.
