Right off the bat with some OpenGL Linux games, the CPUFreq driver is much faster than P-State for this Core i5 Skylake processor. Regardless of governor, CPUFreq was delivering faster frame-rates.

For previous generations of Intel CPUs, CPUFreq used to perform better too, but with recent kernels all of that tuning seems to be in good shape where the default P-State scaling driver tends to do a fine job.
