For those wondering about the best performance-per-dollar, here is a look at a variety of the common workloads while factoring in the performance-per-dollar based on the current Ryzen 7000 series and Xeon E-2300 series pricing:

Timed Linux Kernel Compilation benchmark with settings of Build: allmodconfig. Ryzen 9 7950X was the fastest.
Timed LLVM Compilation benchmark with settings of Build System: Ninja. Ryzen 9 7950X3D was the fastest.
nginx benchmark with settings of Connections: 1000. Ryzen 9 7950X3D was the fastest.
OpenSSL benchmark with settings of Algorithm: SHA256. Ryzen 9 7950X was the fastest.

The Ryzen 9 7900X that currently retails for around $410 USD (at some stores even a few dollars cheaper than the Ryzen 9 7900) was often delivering the best value for the Ryzen 7000 series server workloads. The Xeon E-2300 series wasn't competitive in raw performance and certainly isn't competitive in performance-per-dollar... The Xeon E-2388G costs more than the Ryzen 9 7950X while performing significantly worse.

ClickHouse benchmark with settings of 100M Rows Hits Dataset, First Run / Cold Cache. Ryzen 9 7950X3D was the fastest.
MariaDB benchmark with settings of Clients: 128. Ryzen 7 7700X was the fastest.
SPECFEM3D benchmark with settings of Model: Layered Halfspace. Ryzen 9 7950X3D was the fastest.

The Ryzen 5 7600 also was delivering nice value for those needing not as significant throughput.

GROMACS benchmark with settings of Implementation: MPI CPU, Input: water_GMX50_bare. Ryzen 9 7950X3D was the fastest.
BRL-CAD benchmark with settings of VGR Performance Metric. Ryzen 9 7950X was the fastest.
OpenFOAM benchmark with settings of Input: drivaerFastback, Small Mesh Size, Execution Time. Ryzen 9 7950X3D was the fastest.
SVT-AV1 benchmark with settings of Encoder Mode: Preset 4, Input: Bosphorus 4K. Ryzen 9 7950X was the fastest.
TensorFlow benchmark with settings of Device: CPU, Batch Size: 32, Model: ResNet-50. Ryzen 9 7950X3D was the fastest.
OpenVINO benchmark with settings of Model: Person Detection FP16, Device: CPU. Ryzen 7 7700X was the fastest.

For those building a budget-minded SOHO/SMB server, the AMD Ryzen 7000 series delivers incredible value over the Xeon E-2300 series... It's no competition really, AMD is the hands-down winner on the pricing front.
