Mesa 20.3 + Linux 5.9 Is In Great Shape Against AMDVLK, AMDGPU-PRO

Rise of the Tomb Raider with Vulkan was seeing nice gains when moving from the default Ubuntu 20.04.1 driver stack to Mesa 20.3-devel + Linux 5.9. That updated open-source driver stack was quite close to the AMDVLK and AMDGPU-PRO performance.
