Mesa 20.3 + Linux 5.9 Is In Great Shape Against AMDVLK, AMDGPU-PRO
The X-Plane 11 flight simulator with Vulkan performs much better with Mesa than the AMDVLK/PRO driver components. Though based on the results it does look like the PRO components might be hitting some sort of vsync issue.
Lastly was the Basemark OpenGL benchmark where RadeonSI performs much better than AMDGPU-PRO's legacy and proprietary OpenGL driver.
In ending, here is the geometric mean when looking at all of the Vulkan tests that could be run across all four test configurations. There was a measurable improvement in switching to Linux 5.9 and Mesa 20.3-devel compared to Ubuntu 20.04's current stock configuration. That in turn helped expand the lead over the performance currently afforded by AMDVLK and Radeon Software for Linux (AMDGPU-PRO).
